Some ministries have established directorates, which are a kind of incubators for new quality civil servants, who should be able to develop and implement a holistic public policy aimed at sustainable social development and adequately respond to internal and external challenges.<\/p>\n<p>Experience has shown that the performance of new units can be assessed in different ways, and this is due to both objective and subjective factors.<!--more--> The problem of personnel selection for these units is one of the key ones, as the values \u200b\u200band competencies of the newly elected specialists will directly determine the result of their activities. Probably no one will argue with that. But at the same time we have often heard that even a strict competitive selection does not guarantee 100% quality selection of staff, because motivation, competence, and, most importantly, professional knowledge can be very different, and the tasks facing new civil servants are daily. , routine, absolutely real and complex.<\/p>\n<p>Thus, the concept of competitive selection of already formed specialists in the process of civil service reform marked <a href=\"https:\/\/123helpme.me\/buy-compare-and-contrast-essay\/\">buy an comparison essay cheap now<\/a> the weaknesses of the process of its personnel renewal. The advantages of such a training system are that the theoretical knowledge gained in the audience, the applicant has the opportunity to apply almost immediately in practice.<\/p>\n<p>As they say, theory without practice is dead. The dual form of learning allows us to follow this, without exaggeration, &#8222;golden rule&#8220;. After all, how many times have we heard from employers about the qualifications of graduates. They say that they seem to be educated, but have a distant idea that a young specialist should know and be able to work in their workplace. Under such conditions, a probationary period of one month, two, and sometimes a longer period is assigned, and in fact the training takes place in a new circle, repeatedly. Just imagine what a colossal material loss, loss of time, human energy for society and the economy!<\/p>\n<p>Dual education allows to eliminate these and other shortcomings of the educational process, because the development of curricula takes place only after the potential employer will form a complete list of competencies that the future specialist should have. That is why after such training there is actually no time to adapt the employee in the workplace, his competencies meet the requirements of the employer. With a proper analysis of the needs of the labor market, training should take place only in those specialties that will be needed in 2 or 3 years, which eliminates in advance such problems in this market as the surplus of some professionals and the shortage of others &#8230;<\/p>\n<p>It should be noted that in the mentioned Germany the training of specialists in this form of education takes place not only for working professions, but also for &#8222;white collar workers&#8220; &#8211; civil servants of various departments, including tax authorities. In most countries of the world, the tax authorities are the largest number of employees in the civil service, and therefore the process of staffing its operation is important for the country, its financial system and economic security in general.<\/p>\n<p>As is known, the process of reforming the State Fiscal Service of Ukraine is underway in Ukraine, as a result of which a new State Tax Service of Ukraine should be created, and its composition should be renewed by at least 70%. According to the Resolution of the Cabinet of Ministers of Ukraine No. 85, the maximum number of new services should be about 30 thousand people. Therefore, the training of specialists for the newly created tax service is important. Therefore, I am deeply convinced that the open competition should be complemented by the creation of a full-fledged system of training for the tax service in a dual form of training for all categories of civil servants, because it is not possible to qualitatively update the staff with such a large number of employees.<\/p>\n<p>In addition, the specialist must have special basic knowledge and act according to standard procedures and protocols, which are almost impossible to unify within all universities in the country. Thus, access to certain information and analytical resources of the tax service for security and information protection reasons may not be provided for public use. Administration of tax databases, algorithms for analysis of tax information, selection of taxpayers for inspections, protocols of actions of tax auditors also have their own specifics and are not subject to dissemination.<\/p>\n<p>Given the specifics of work in the tax authorities and taking into account the German experience of training for the tax authorities of this country, the University of the SFS of Ukraine for two years continued to create a system of dual education aimed at training professionals for the tax authorities. With the support of the German government company Deutsche Gesellschaft f\u00fcr Internatinale Zusammenarbeit (GIZ) GmbH, the university was visited several times by experts from the Higher School of Finance at the K\u00f6nigs Wusterhausen Vocational Training Center, who provided advisory and methodological assistance and eventually provided positive feedback. opportunities to create a dual system of training for the tax service.<\/p>\n<p>As a result of such cooperation on July 2, 2019 between the University of the SFS of Ukraine, the State Tax Service of Ukraine, Deutsche Gesellschaft f\u00fcr Internatinale Zusammenarbeit (GIZ) GmbH and the Kyiv School of Economics signed a Memorandum on the implementation of elements of dual education and cooperation between the parties. Ukraine and increase the efficiency of the civil service.<\/p>\n<p>It should be noted that, using the opportunities of academic mobility, certain disciplines in this master&#8217;s program will be taught by scientists of the Kyiv School of Economics, which is one of the best institutions of higher education in Ukraine to provide economic education.<\/p>\n<p>The strategic goal of the program is to support the reform of the tax service in Ukraine in terms of providing professional and motivated employees who during training in this program will gain the knowledge and skills necessary for a successful professional career in the newly created tax service of Ukraine.<\/p>\n<p>At present, the University of the SFS of Ukraine has created an educational and professional training program for masters &#8222;Fiscal Administration&#8220; (field of knowledge 07 &#8222;Management and Administration&#8220;, Specialty 072 &#8222;Finance, Banking and Insurance&#8220;) for dual education, which starts in September this year. The introductory campaign is already underway.<\/p>\n<p>Thus, this is the first pilot project in Ukraine to train specialists in the dual form of education at the master&#8217;s level for tax and civil service in general. It will not only contribute to staff support for tax reform, but should also be useful in general to enhance the effectiveness of public administration reform. After all, in fact, it is a natural experiment that allows to bring training closer to practice, as well as to gather information, analyze it and spread the positive experience of the pilot project to other areas of civil service.<\/p>\n<p>In particular, we first have the opportunity to assess the level of interest of young people in the civil service, because it is no secret that reputation of their today is not too high.
